The 5 MB limit applies to the combined supporting PDFs, while the separate photograph has its own 300 KB limit. The current aggregate model cannot exclude the photo from a whole-submission byte counter.
How we handle it: Each PDF is capped at 5 MB and the exact combined 5 MB document limit is shown as an advisory. Confirm the combined size of the supporting PDFs before portal submission.
