per-file byte ceiling
The IND guidance says files must be less than 8 MB while its adjacent portal screenshot labels 8 MB as the maximum file size.
How we handle it: UploadPrep uses one byte below the conservative 8 MB ceiling so the output satisfies both official phrasings.
