The Commission’s FAQ gives no file size limit and names no format. Several third-party tools assert "JPG under 2 MB" as if it were published.
How we handle it: We enforce only what the Commission states. Output is JPEG because it is universally accepted, and no byte cap is applied that the PRC does not publish.
