The 35 MB ceiling is a hard per-PDF rule; the clerk separately recommends keeping all attachments in one transaction to roughly 100 MB so slow connections do not time out mid-upload.
How we handle it: Treat 100 MB as a practical envelope for the whole submission and split larger exhibit sets into separate filings.
